What can I use to clean the wheels on our 1995 Volvo 850?

Spray 9 is a clear they use on bridges that is really powerful. I use it on my Volvo wheels and tires and it works great. If there is still some black residue use a small wire brush. It will leave some small scratches but it is better than black spots!
