Do you think the dealer touched up the paint?

Just bought a new 2011 Kia. I've had it a week and today, while washing, noticed 4-5 tiny "chips" on the lower side paneling.. Below driver's side car door.. I first thought it was tar, and scratched with my fingernail.. that caused a bit more paint to come off.. It appears the dealer may have touched up these small areas before selling. Any thoughts?
