I can't get my 4013 flip-flop ic to lock on an SCR what can you tell me?

Im trying to build a robot that will take a right then a left and so on via, infrared remote and im using a basic on/off circuit with a 4013 flip-flop and it won't lock on an scr wich is goin into a relay. the pulse is coming out, i know this because i put an indicater light and its getting a pulse.
