I need help looking for my dad?

I'm from fresno CAliforina My dad left me when I was 1 and I'm 20 now he stay in the sane city as me and I hear from people he works for pg&e installing meter I've try contacting pg&e they are not allow to give out personal information and I found my cuzzin from facebook I ask them do they know my dad they say yes and ask them do the have any pic they say no they told me I look like him I ask them do you have his number they say their grandma have it but won't give it out cause he is a busy person... I don't understand why they don't want me to talk to my dad... can some help me we can get help
